You can use any language you want that has any capability to work with COM components, which, on Windows, is practically any language. There is no "best" language to use a COM component.

Solution 1

If you plan to develop your own COM components I suggest you to use C++, ATL. If you plan to use COM for me the easiest way is C# or VB.NET
