I have FTP server which listen on port number 21 runs on Linux Redhat 5. When I connect that server from client which runs on XP, it works fine. On Windows 7 it is giving error "Connection can not be made as target machine actively refused it".

I have disabled the firewall and still it is giving the same error.

Please let me know what changes I need to make.

EDIT -------------

We have client in Dot net. When that client runs on XP it properly upload and download file from FTP server. When same client app we run on windows 7 it give error connection could not made as remote client actively refuse connection.

I think there might be some security or firewall issue although i have run disable firewall problem is yet persist.
Please some one suggest solution for same.
