Issue compiling application in Visual Basic 6.0 with Windows 7 , Permission to Use Object denied

Hi,
I'm new to VB6 .
I have a COM applicatio and which needs code modification which I did.
Now the code needs to be compiled and generate a dll.
I'm done with the code modification but when I try to compile the code using VisualBasic application , It is giving me a error.

Error: Permission to Use Object denied

I'm unable to generate the DLL.
Is there any way I can resolve the issue.

Will the issue be solved , if I compile the code in Windows XP?

or is there any work around using Windows 7?
