How do I change the color white in a JPEG to transparent in SVG ?

I was (possibly wrongly) led to believe that inkscape can transform a JPEG into and SVG file.

I would like to transform a logo which is on a white background into that same logo which is on a clear (i.e., transparent) background.

The procedure for doing this is not immediately obvious to me.

Is it possible in inkscape to do this ?
