I wish to re-post it here as an article. Are pure theoretical articles that does not explain any code, but explains an algorithm accepted?

Yes, theoretical articles are fine, provided they meet the criteria for an article.

But...if you already have it as a blog, why not just post it as a blog feed?

Yeah, I could do that. But I write on many topics (including mathematics and physics) in my blog. So they all get updated in the RSS feed. Sometimes, I submit only codes without any text in my blog.

However, it will be more complete with a code implementation.
