The organisation I work for is building a data center and a cloud service for file storage, i want to build a note-taking app for windows and windows phone in c# that will store users' note in the cloud based on sign-in id, and the users will be able to access all their data (note files) from anywhere in the world, on any device as long as they are logged in

You can try using "Storage Client Library for .NET" which will let you connect to Azure storage service and upload files... Sample can be found at https://azure.microsoft.com/en-in/documentation/articles/storage-dotnet-how-to-use-blobs/[^]
