I'm very new in asp.net mvc web api (APIController)and knockout js but i want to upload  a file to sql server and download it from sql server in asp.net mvc web api using knockout js , i'm looking for a good example code of this requirement .

Usually you would use something like google to do your research.

You have lot's of different things in your question. What is the exact thing you'd like to solve?

This question has several parts which you can try to solve separately for example
- install SQL server latest Express Edition and use a Winform to send / extract data froù SQL server
- next try to do something similar but through IIS 7 asp.net
- etc
Going in steps through your scenario will help to understand how to do all parts ...
