Deployment error: Could not start GlassFish Server 4.0: HTTP or HTTPS listener port is occupied while server is not running

Hello,

Deployment error: Could not start GlassFish Server 4.0: HTTP or HTTPS listener port is occupied while server is not running
See the server log for details.

i get this error, even though i don't have oracle installed in my pc.
And i even tried solving this by
>netstat -a -o -n.

TCP    [::]:2861              [::]:0                 LISTENING       4
TCP    [::]:8080              [::]:0                 LISTENING       4
TCP    [::]:8501              [::]:0                 LISTENING       4

>Taskkill /F /PID 4

this is also not working giving me error

ERROR: The process with PID 4 could not be terminated.
Reason: Access is denied.
