How can we register url of my WebSite1 in my another WebSite2 and get Client ID and Client Secret? This is possible or not ?

My requirement is: I have two application for example A1 ( url=www.a1.com ) and A2 ( url = www.a2.com ), I want to implement Owin authentication in A1 by using A2 login. Can I able to create Client ID and Client Secret from application A2 ?
