This error is probably meant to be humorous. But in my opinion:
There is absolutely NO HUMOUR. This error is just annoying. Instead of getting the file, I get a giant load of rubbish.

Pretty much, it means what it says: there was probably an error while reporting an error.
Often, this occurs because a log file is busy, or a disk is full, or a similar problem. Very often, it's an intermittent problem,

We can't fix that: We don't know what the context is for the second error, much less any clue about what report the first involved. And if it's intermittent, that makes it even harder.

So try to reproduce the problem, and look for any common factors when it does occur.

Sorry, but we can't help you with this until you have done a lot more analysis at your end.
