I'd like to create a sharepoint document library or list, which the contents and attachment(s) are only readable and not to be copied, downloaded, forwarded or printed. How to set up? or any other solutions?

This is known as "Rights Information Management" and is not a trivial thing.

Also, please be aware of:
* In order for a client to "View" a file, their computer WILL need to receive a copy, it's how the http/html/browsers function (this can be mitigated a little by having a server side file viewer).

* In SharePoint 2013, PDF RIM is supported in some readers (see https://support.office.com/en-gb/article/SharePoint-Compatible-PDF-readers-that-support-Microsoft-Information-Rights-Management-services-dd197d58-5bf6-4d18-b9f8-d16db603fae2[^])

* RIM will do nothing to stop cameras, print screen or smartphones

This is a large task, much larger than a single person and will touch many in the business. Its something which needs to be considered and planned.
