Set up a new User Group for setters - they ask to join you and get accepted.
That gives you both a forum to formalize the rota, and a pool of users to call on.

That's a good question ... I followed the instructions on site: CodeProject Member FAQ - How do I create a group?[^] and failed at the first step: I see just a list of the groups I'm in ...
Normally I'd ask @chris-maunder or @sean-ewington but I know Chris isn't here anymore, and I have no idea about Sean.
In fact I have no idea who among the admins are still involved: who the heck is running this place? Judging by the lack of advertising, I'd have to guess at "no-one" and assume that the site is going to die when the server contract / domain registration expires. 
I'll really miss it if that happens.
