I updated the article again, and added a new image called URL_Example.jpg. It showed up initially, but now it's not there. I tried refreshing my cache and that didn't help.

Typically these issues are either
1. Caching
2. File replication
1 is fixed your end by a Ctrl+F5, 2 is fixed with patience (it'll self-heal)

I appreciate that posts to the 'Comments and Discussions' section of an article are reviewed for spam, but it seems any comment I post is always uploaded as This message has been flagged as potential spam and is awaiting moderation
Is that simply SOP or is it a sign that I on some sort of automatic spam watch list? I can't imagine every comment and post needs to be reviewed by staff...

Oddly this message was marked as potential spam too. Looking briefly at a history of some of your messages, sometimes you include a link in your messages. I suspect if you keep the links out of your next few messages and you get accepted a few more times, you'll be OK moving forward.

Thank you for the tip, and for the quick answer. The links are always to technical content related to the article or suggestions, but yes, I probably should not treat the discussion area the same as a stackoverlow answer section.
Sometimes members post elaborate solutions to alredy solved problems and you want to politely point out, also for the benefit of other readers, that they are re-inventing a wheel. If you just leave it at that, it's a bit opinionated, but if you can point them to a well-known library or documentation, it's less personal and promotes a healthier discussion.

The automatic system doesn't look at the site to determine tech content, or "always allow" some sites - that would require "special case" programming and that's always a PITA - if you link and teh text looks maybe a little dodgy, it'll tag you as a potential spammer and shuffle you to moderation.
But it does learn, and we moderators are usually pretty quick - so as Sean said, a small ni=umber of OK posts will get it to reset you and let you through without human moderation.
It's a nuisance, I know - but we get a heck of a lot of spam, and sometimes it floods the site so we have to moderate some stuff!

When someone posts a new message in an article, does it show up in the notification at the top of the screen? If not, can it be made to do so?

No - all articles. And I'm talking about just the articles a given user has published. So I would see any new Message posted in any of my articles/tips. It's more convenient than having to check my email to see if anyone has posted a new message. Yes, in real time (like forum replies show up).

If you go to the Comments section of the article, you can enable notifications, similar to responses to posts (i.e. a number that shows up in a little red box beside your rep points).
EDIT: Maybe I'm mistaken. Maybe it only works for replies to your own posts in the Comments section.

Recently I had several changes of the email address I use to receive the CodoProject newsletter (previous work email -> home email -> current work email). I havent't received any newsletters from codeproject ever since the first of these email changes (november 2020). My current email address is verified, and I have made it the default email address for my account.

I've gone through the code and you should be getting the Newsletters. Because you have selected the individual newsletters to receive, the consent is implied.
It is possible that the Newsletter emails are being caught in an Spam Filter, either by your email client or your corporate email system.
Please check you Junk folder and/or check with you sys admin.

It works now! Don't know whether this made the difference, but after I selected some tags under "Things I follow" in settings (I had none before), the news letter suddenly startend to arrive.

0) I uploaded new MainWindow.jpg file, and it isn't showing up in the article (it's still showing as the earlier version). I tried uploading it several times.
1) The Clickme_4.jpg file is showing as a missing file, even though it shows up in the list of available images. I did not modify that particular markup.
