People are willing to pay the prices because they are still more reasonable than prices inside the park or at least perceived as such. I assume it has more to do with location and rent for the property itself.

The area around Disneyland is very well maintained. Sidewalks are swept multiple times a day, every surface like the edges of buildings or traffic lights that a bird could land on has those spike stripes so they are unable so they don't relieve themselves on the walkways.

It is devoid of any non-approved life and unnaturally quiet. Was there for almost a week and couldn't recall hearing a single bird. I'd go so far as to say that it feels creepy and artificial. Of course I didn't visit the park so it might be different inside.
