They say: if the machine is otherwise OK (including the fuse) some crap may get into the slide switch to stop it sliding to / staying in the on position, in which case clean it out.
(Singapore is not quite that bad, but being here I've become more adept interpreting Chinglish.)

Ah! So if the vacuum release fails, there is a slide switch inside which lets you open the top. Makes sense now.

It's a joke, a spoof on "Cards Against Humanity". It is taking the pee out of people who like those games and as the project isn't genuine it will eventually get deleted by kickstarter so it won't cost the backers any money. You seem to be the only person who doesn't get it
