In the real world, importance of features is ultimately subordinate to dependencies.   Now, if you're in a manger-driven fantasy world where the pretense of progress is displayed by continuous deliverables, you can make up an absurd scenario that numerous potentially disjoint features can be made in some order of priority - and patch in the connectivity as best you can down the line.
