IN our CP home page I can see only 3 Categories: Web Dev, C#, "Everything Else".
Is Mobile and other category for voting is closed or that bug as not displaying in CP home page ?

As said, this is the wrong place: Bugs and Suggestions[^] is more appropriate.
But ... chances are that there weren't enough quality articles posted in the other categories in April to fill out a survey. Think about it: if there is only one "good" Mobile article, it's not a contest for who wrote the best, is it?

Not enough quality articles in the category. You can't really make a contest between two articles.

my bad, last time I had not posted the user link by mistake and someone had taken off with me for that, that is why I included the destination this time just as a precaution.

As Jochen says, don't post links to the spam destination, but do to the spam message.
I've edited your post to reflect the current status, and removed the spam link.
Do note that we don't normally report old question answering as abuse any more, we have a strong word with them instead - but in this case, it's spam so reporting it is correct.
