Can be seen as site driving. But I'm not sure too.
At least it can be reported as misleading because the CP article license (CPOL) does not match GitHub project license (MIT).
Maybe @sean-ewington can give us a hint on how to handle such copies of GitHub projects.

This is basically tool sharing, which we don't allow. Hard to say if it's spam or not. Could just be a bad article. Lots of people want to share their stuff, but only want to expend the absolute bare minimum effort to write an article. I usually try and bargain with these people to squeeze an article out of them. Sometimes it works, sometimes it doesn't.
