Yes, but I never saw these problems until win10 and I keep on telling people that I get way more sympathy by blaming win10. 
also, when my machine started out I had win8.1 and was a happy camper with a fast HDD.
Then, Win10 came along and took over my machine. Honestly, it was after that I started seeing all these I/O issues.
Yes, Chrome is the culprit but I think Win10 is also guilty as charged.
However, none of it matters now since i have an SSD.

I noticed that Chrome really went south when it went "full" HTML5. I've also noticed that on my Android phone, the Chrome browser has been crashing more frequently. So may be a coincidence of timing.
(Google is supposedly full of brilliant people; could some of them work on Chrome?)

Actually, you have made me nervous with this whole thing. I am waiting for the parts to arrive for my first new build in many years and, yes, it will be a Windows 10 system. I sprung for one of those fancy new NVMe M.2 drives and I would really hate to see that burn up.

My Samsung SSD is running pretty fine since the release of Windows 8.
PS: I bought another for data and it is great.
Press F1 for help or google it.

It doesn't sound like the underlying problem is solved however.
If Windows is constantly hitting a (spinning) disk and it gets to a point where the disk is so busy that the whole OS is unusable, then there's something going on that's absolutely not "normal", and getting a faster drive isn't really a solution.
Is the SSD still constantly transferring data (but you just don't notice because the drive can keep up)?

Probably.
But also, if you follow my article and other rants about this HDD / Win10 / Chrome / Microsoft Telemetry you will see that it is somewhat of a Perfect Storm that occurs "at times".
The basic summary is:
1. My machine was becoming totally overwhelmed by I/O
2. It really got worse under Win10
3. It became unusably bad when a Chrome failure caused MS Telemetry to send data back to the mothership and then both of those failures accessed the disk 100% and I couldn't even move my mouse -- not kidding.
4. I removed Chrome, MS Drive (originally auto installed) and a bunch of other things accessing the disk.
5. My machine was better but I still got high I/O (25% sometimes spiking high) with the HDD I really noticed. Admittedly I do stream music also while doing other things.
EDIT 5a. and still at times I saw MS Exes and Services take off and I'd be at 100% for 3 or 4 minutes.
6. Finally I just wanted a solution so I ordered the SSD and it fixed it.
7. I'm blissfully ignorant of what lies beneath.
The SSD stays in the 0-1% range and only spikes at times to 4%, even with streaming music and Visual Studio builds. Wahoooo!!!!

I read your original article but must admit I haven't kept up since.
One thought just occurred to me: Did you ever install "proper" motherboard drivers?
I had a machine that had "good" disk I/O performance, but not great. At one point I installed Intel's RST (Rapid Storage Technology) drivers, replacing Microsoft's default disk drivers, and it made a tremendous difference. From that point forward, copying large files from disk to disk meant almost reaching the SATA limit rather than a fraction of it.
From that point forward, I've stopped ignoring the chipset drivers that are bundled with motherboards, and I've been installed those Intel drivers everywhere I can.

That is a great question. That's because you made me think of something.
When I got this machine with 8.1 on it, the disk I/O was so fantastic it was amazing.
The machine would start in about 4 seconds. I was so happy and couldn't believe it and it was why I never cared about having an HDD (instead of an SSD).
Win10 really brought about a change of events in relation to Disk I/O however. Though that, of course, is very difficult to separate as scientifically measured data. I mean maybe it was just me thinking that. Except now my machine was starting very slowly.
Additional Point - Related To Drivers
When Win10 released my Harman Kardan speakers didn't seem to sound as good as they used too either. I have always thought it was a driver thing.
Then, my screen / video started flickering badly under Win10 and there was a whole driver problem there that I've wrestled with that seriously never was a problem under win8.1
Now, as you are saying this about the I/O drivers I could totally believe that.
However, it is quite difficult to really know which ones are the best for my particular laptop.
Well, anyways I had that problem with the video driver that I reverted to old version and it seemed to work then had to upgrade to a newer version and every once in a while it will flicker again.
My point here is that maybe there are some driver problems under Win10.
I'm not a Win10 hater, but I do want it to work.
