Most uController manufacturers give away dev tools in order to persuade you to use the chip / chip set. (The exception being ARM who charged an ARM and a leg last time I looked).
They normally figure that they'll more than get the money back on the volume you use!

That has been my experience, and was my immediate assumption, as the business model you describe has worked fantastically for both parties for years now.
I was looking at various other similar offerings from Intel, with very similar web page designs, which had labels like, "Starting at $899" which set off some brain cells in my head.
I'm wondering if this is a highly limited version or something.

Many are free, but some not so easy.
[Widcomm I think, apologies if wrong] for instance offered their SDK "free", just sign up and wait for the email with the link. Well unless you were a company that fit their approved profile, (and definitely not an individual) forget it - 'sorry, you do not fit our approved profile.' or something to that effect. (And from the email it was approved/rejected by a human.)
Well to them: you can stick that rejection in your betamax and bugger yourselves with it; it's no wonder not only can Chinese knockoff's do so well, but can sometimes even take over the market.

eclipse is an IDE. I work with it every day and find it terrible.
Since the kit uses gcc, to run under windows, it will need MinGW (or cygwin) but I presume it will install those. (If someone wants to do a massive favor to developers, it would be to make a truly Windows native version of GCC/G++.)

However, I was very disappointed at the lack of gratuitous sex and violence and what happened to the protagonist??? You'll never get a movie deal based on this...
