I am contemplating writing a tutorial on how accounting packages work. This will include the use of an SQL Server 2008 database and Visual Basic 2010 - both being the free Express versions. Once the reader has the software on his/her computer they will be able to follow along and create the project as they go. I tried doing it in blog form but it became too cumbersome and lengthy so thought that a pdf file in book format would work better. Unfortunately I am not sure how to make this publicly available.
Does Code project support this?

Yes. You can publish articles here: Submit a new Article[^]
But I'd suggest making it a series of articles with each foscusing on one element to bring the size of each down to manageble levels.
Have a look at some existing articles, and that should give you an idea of the size to aim for: Site Map[^]
Here's one of mine, which won a "best of the month" competition: Using struct and class - what's that all about?[^] and is probably as long as you want a single article to be.

As OG told - you can send your PDF to CP, but it will not be published as PDF, but as a CP article (or articles if you follow OGs suggestion)...If you are looking for publishing as PDF (a link to a PDF) CP not the right place...

Unfortunately each section would be equivalent to a chapter in a book so individual articles would be too long and cumbersome. It would also be difficult to keep them together so that any reader would be able to follow the entire series without playing "Hunt the next section". Not practical as I said in my original post.
I will have to look for another way of doing this.

If you want to write a book, write a book!  Several people here are published authors so they may be willing to help you find a publisher (or an ebook promoter like Amazon) if you ask them nicely.
A whole chapter as an article would be too much - but there is nothing stopping an article containing links to other articles in a series: Transferring information between two forms, Part 1: Parent to Child[^] for example refers (and links) to the otehr two tips in the series, so publishing a chapter as 5 articles which link to "next" and "previous" as well as to the other chapters is not only possible, it's a good idea!
And adding an "Introduction" article which includes a full "table of contents" would be quite feasible as well to tie it all together.

There are a lot of "series" articles on CP, the author almost always has links at the top of each article referencing all the other articles in the series, making for easy navigation, and of course you can embed links as needed in the content itself.
As to PDF format, personally I prefer working with HTML, as it's a direct copy and paste into CP's article editor, and it's easy to generate a table of contents, etc. For ToC, I use this great tool[^] but read the comments in the article's message section, as there are a couple useful bug fixes posted there.

If your article gets to great you can split and organize it in some articles. That is often done, when the stuff gets to great. An example how it is done very well.

Why not just create it initially as an e-book? Link to the project files, and any other files needed within the text. Once you get it into HTML, you can use something like KindleGen or Sigil to compile an e-book format. (I believe they will allow links to file types like .sln or whatever you want, but have never tested that out.)

Have you checked if there was a Reply-To header?
If so, the poor Raffael who's address is used here will not get the answer.
If not, is's really bad. Especially when using a free email provider located in the EC where chances are good to be identified.

Let's say I'm crazy enough to install Windows Server 2016 to host an app I want to keep going in the cloud 24/7. There's no way to stop this thing from magically rebooting willy nilly outside of setting the normal business hours or whatnot... but say when not in that timeframe, Windows will up and just restart la la la without a care to the wind for a *server* app?

I think if you dig deep enough into some of the 'hidden' settings (taskscheduler/updateorchestrator) you might find a way to stop forced restarts. Sorry, it's Saturday and that's all I can offer. I am experimenting with the equivalent settings in WinTen and am waiting for evidence that the hack/setting actually works. Good luck!

You just need to set a group policy. Or two actually.
If you still feel unsafe you can of course also disable the Windows Update Service.
