That's the approach I'm taking with a project I've started, but it's a bit of a hybrid. I've developed the back-end server and the REST API's, including unit tests, then I'm developing the desktop app for prototyping the UI elements and just being able to play with it. When I'm done, the web part will use the exact same REST API's, it'll just basically be UI development for the web part with some simple jQuery stuff for the REST calls.
