I didnt think so, ergo I didnt flag it. That being said, it appears the rule that the code must be uploaded to Codeproject is being ignored / not a requirement anymore

Ignored, might be, but still required. So the report for that is "incomplete" (nuking report) or "offsite links" (flagging report for help). I went for "offsite"

This article[^] is about an enterprise product - I checked out the site and the link to the free edition does nothing. As it stands, right now, this is a spam article.
While the author has written other articles, they do not appear to be spam so I am not linking to him here. It's just this article that is spamalicious.
