Not quite true. Inserting a pair of these[^] into your ears will result in a larger reduction in perceived noise levels.

For better noise cancellation, you need a closed back headphone; or an in-ear earphone.
I really like the Sennheiser Momentum series; I currently have the Sennheiser Momentum in-ear; which is good enough for me in an (small) open-plan office.

If the noise in your office is really annoying, tell HR about it; so that there is a paper trail regarding work disturbances regarding noise; and maybe tell will add noise reduction doohickeys (acoustic panels on walls and ceiling...)
