I'm not convinced it's plagiarised. Yes there are similarities, but they are messages that I'd kinda expect to be similar because there aren't that many ways to format an error message!
The rest of the code doesn't look that copied - the structure is different, as so forth.
But it's not an article yet, and shouldn't have got through.
