OK - he links to it, but he hasn't added anything. To my mind, it's just plagiarism even if he does say where he got it...Thoughts?

I have doubts about this. IMHO it is not plagiarism unless he pretends that it is his own work. Here he is just referring to, and copying another author's work, while giving full credit to his source. I believe this is a borderline case that we can let through?

He's copied someone else's work, without adding anything to it, and just stuck a link to the source at the bottom. If you took out the part he's copied, it would just be a link to the source.

I can't seem to see the original, but authors have to say what text they took and from where and indicate it clearly. They can't just throw a reference on the bottom as if to say, "I used this source somewhere, guess where?" Also, if the majority of their work isn't original, even if there is a reference, that is also plagiarism.
