Why not Government? It has to be someone to whom you are required to report! In professional clues you'd probably be required to indicate that Government was an example by inserting a 'say' or a 'perhaps' but if there's one thing WSOCCC ain't .... !

It's not an extraneous word. Or are you suggesting that 'so that probes you' would be a better alternative? I'm not holding it up as perfect but given that there needs to be a subject for the verb it's as good as any. I would have avoided that construction altogether if I'd written the clue and if you must go down that route I would have preferred 'Government, for example, probes you' but it's not extraneous in the sense that you imply in your example (and, by the way, there is some doubt in crossword circles that 'gegs' is a good clue for 'scrambled eggs' either). It is an example of the sort of institution that regularly debriefs which, in this construction, is what you need to make the sentence sensible.

Because "briefs" is always spelt plural - with an 's', so is "underpants". I am sure you know this[^]. So, I had to do it with an 's'.
