Not sure what the point of contacting IERS could possibly be though. Last time I checked, 24 * 3600 = 86,400.

Though with only 25 of them inserted since 1972 (and some seconds subtracted too) it sure is an interesting tool-tip.
Edit: seconds are not subtracted, even in the event that a solar day is 86399 seconds long.

As an aside, the fact that there are 86400 seconds in a day is seared deep into my brain. At one point, I was working on a system with timestamps in seconds and so I was for ever doing mod 86400 to find out what time something happens. I could get a time, say 23452 and without calculating any further know what time it was; I just checked 6:30:52.

Actually, that is correct. It would be compartment if you could get from one to the other internally but apartments are just discrete compartments. Sounded right when I thought it.
