The rotating and reversing is optional. You can always go through and do all of them iteratively (I think). It may be different when you have an odd number of units versus an even number. Will have to think about it some more.

I got quite involved with that too. Spent about an hour on it and managed to come up with something that got all the permutations (there were a lot) but ordered incorrectly.
At which point I gave up and indulged instead in a fine pint of Estrella.

I got his sequences. My example even shows how. If you're doing all permutations, then you must get his since his add up to 1 as he is requiring.

I didn't participate...but if I had, I probably would have gone all MIDIish on it and based everything on a PPQN (probably 96) and worked up to the "real" notes rather than messing with fractions and suchlike.

What you need to remember is that drinking two glasses of wine per night is an extremely healthy thing to do.
Evangelical anti-everything-fun campaigners can't have that, can they? So this uses affirmation of the consequent to imply that it's unhealthy*, stealing the ball from the truthful "small-to-moderate amounts of alcohol are good for you" court.
* "This cures problems caused by moderate amounts of alcohol, therefore moderate amounts of alcohol are bad for you".

... and I wonder what bright spark considered the budget implications of this: cost of an expensive drug + loss of customs duty revenue. It looks like income tax rates are on the rise again!

Now that's the funny part 
In California, land of the twilight zone, they've been paying for their children's health care programs by way of tobacco taxes. Along comes the "we must teach people the evil of tobacco" crowd. The govt was shocked into hysteria when the antismoking campaign started reducing revenue. Doh!
Also in the US, many of the roads are maintained via gasoline taxes. Biggest concern at the moment? Electric cars. Well, duh.
