There's a user that has asked 64 questions and answered and accepted 34 of them himself, usually within an hour.
Should it be considered abuse?

It sounds like abuse - it's a pattern we've seen before, and it's a pretty obvious way to gather rep points without knowing anything.
Was it over a short period of time?
Is it recent activity?
Is he accepting his answer and ignoring "real" ones?
Are his other answers any good? Or do they look suspicious as well?

There are no other answers.
He made twice as many questions as answers and accepts any that's answered by others.
It seems like he's asking whenever he doesn't know, and as soon as he's googled an answer he posts and accepts it.

In that case I'd probably give him the benefit of the doubt, and maybe just keep an eye on him and see if it accelerates - most of the naughty ones do as they realize we haven't noticed and they get greedy.
Maybe a message to say that this could be seen as abusive and he perhaps shouldn't? I dunno, that last is a difficult one to write without offending someone who is not trying to game the system.

I suspect it's less "plagiarised" and more "written by an employee" - it's a commercial product, and he is publicising it via the articles.
But in this case I don't think it's spam either: it appears to have a free version that just doesn't get support.
I'll let it pass myself.
