Strangely enough, I agree with everything you say. (Am I under the spell of the rapture?) I would just add that it obviously takes longer and requires more effort to write a long article with screenshots, etc., (assuming no fluff), and so articles are worth more in rep points than tips.
As for the difference between tips and blogs, I'm stumped. Blogs seem to be able to coast in without much scrutiny or comment, but I'm not sure what that means.
Maybe there should be a "guest blog" kind of section, like newspapers have "guest editorials". Here, the blog would be pre-screened, and from then on would be published immediately, with no further approval required. This kinda assumes that the author is not going to weird out on some Rapture movement, or shift to organizing a Free the Gay Hamsters charity on his blog.

When i try to upload a zip file to my article it says this.

I compressed a new zip file and it worked. Not sure might be an issue with your zip/unzip tool.

Now it's showing an error when you try to download it. That the file doesn't exist? But yet it shows it as an include file.
