But since I had a 4 or 5 and it was changed to 3 that would make it a downvote?
I am pretty sure I got what I deserved, not questioning that, but the -5 for UPvote makes me kind of confused

Yeah, the way it's handled is that the first event is the actual up-vote. So it gets recorded as:
upvote +5
The 2nd event is when they changed it to a 3, so what you see now is:
upvote -5
when it actually should say
upvote removed -5
It's the missing "removed" that is confusing. Makes sense?

1 & 2 are considered downvotes.
4 & 5 are considered upvotes.
3 is neutral.
Reputation point wise:
Changing 5->4 : No affect (It's still in upvote category)
Changing 1->2 : No affect (It's still in downvote category)
Changing 4->3 : Upvote to Neutral
Changing 2->3 : Downvote to Neutral

It's meant to have an indication that it was an undo action (as Nish has pointed out).

It appears that if a user has a negative number for one of the rep point categories, that number is not included in the rep total in the popup. This user's[^] rep total is -755, which is comprised of a -1221, 15, 2, 27, 422. The popup seems to only display 466, which is the sum of only the positive values.

It's correct - but correct for a moment in time that's long gone.
The profiles are being cached too long - especially for an account getting absolutely hammered such as that one.

I am noticing that after the release date of Popup Image for profile, CP in my office machine is not loading properly. The tabs in the home screen, Reply button for the comment while answering are not showing up.
We have a limited access to Internet in my Office. (i.e) Only few websites are accessible. CP is one of the websites. But when I have full access to internet it is working.
I inspected whether there is any external url is referred, but no. Finally found http://www.codeproject.com/script/JS/jquery-1.5.1.min.js[^] return 404 error.
We do have size limitation while limited access it applied.

My apologies. I've added our missing local fall-back version of jQuery for those who can't acccess outside CDNs such as Microsoft or Google. Please let me know if this helps.
