Nish is in the US and has been for the last few years. It might help Abhijit Jana, Sandeep Mewara, and Shivprasad koirala; but at 100k each they're not a threat to CG in the short term.
Sandeep and Shivprasad do however have steeper slopes on their rep graphs than you, and 20k is a much smaller gap to overtake.

I can only see a few problems:
1) When you have someone who moves around a lot (E.g. CG) when do you give him a Happy hour? Should it be at the same GMT? Or does that give him an "advantage" when he is abroad? If it moves with his IP, does that give him an "advantage" when he can't sleep because he is still on Australian time
2) What do you do when someone declares themselves to be based in the US when they are in India, say? What about IP proxies? It would not take much for me to write a forwarding program so that all my connections come through either the hosting service I use in the US, or the other hosting service I use in Australasia. What do you do then?

1. disable Happy Time for 24 hours when the current IP's location is in a different time zone than the previous one
2. yep, it can be fooled. So can the current situation. I think I could easily write a bot that catches up with CG before year end, just voting and bookmarking all around.

Given the fact that most edits that occur on posts and articles are fairly minor in nature, shouldn't the default state for the "Minor edit" checkbox be checked?

I worry this would lead to members making major edits and not having them be counted as major due to them missing the checkbox.

Isn't the main function / idea of the edit to clarify the question and not to gain reputation points?
I swear everyone is to caught up in this whole reputation thing, we are here to help and receive help anything beyond that shouldn't be that important. At least that's my opinion for whatever it may count

It's a valid point. The reason I bought this up is because somebody was complaining about the editing done to their blog post, which lead to a whole debate on what constitutes a major or minor edit. If, by default, everything is a minor edit, then it should make it easier for the OP to get a feel for changes.

The minor / major thing determines whether a new version is created. If someone changes a typo or fixes a handing tag then do we always want it marked as a new version?

I know what it does.
My point was that it might be better to have the checkbox off by standard (like you'r suggestion now), the majority of the edits are probably minor anyway so ...
Anyway I was trying to say that the reputation points gained for an edit shouldn't have any effect on your decision in this matter since it's main function is to make the question better and not to gain reputation.

Yes, IMO.
There are people who "live" in Q/A only. They edit very, very small things and rack up the points at a quick pace. You look at the Q/A sometimes and there is only one or two names listed for revisions and almost every question has been revised.

Speaking of editing articles, shouldn't we still get editing points, even if we don't change 10% of the article? There have been many times where I've edited an article to remove bogus tags, or just add PRE tags, but I didn't tip the % changed threshhold, even after spending (sometimes) 15 minutes (or more) editing an article that was hopelessly unreadable. Just sayin...

Slow typing should not be rewarded IMO. If you want more points per hour, I suggest you take a "fast typing" correspondence course.

I agree. Rep points should be warded on a per key stroke basis and bonuses for reaching a certain amount per hour.

My point is that editing is editing. I'm not saying give edit points based on time, I'm saying give edit points for editing, and Dave said it more precisely - minor poiints for minor edits, ad major points for major edits. My complain is that I don't even get the 2 points for editing, even if it talkes me half an hour to straighten out somebody's crappy attept at HTML. The current reward (or lack thereof) is simply not equitable.
