It's always been that way. I'm not sure why, though it may be some kind of 'insurance' mechanism so if the first vote is a random univote the article doesn't immediately disappear (by default articles < 3 are hidden from the list) and never see the light of day.

Down at the bottom is the grade levels for each section.
Under "Enquirer" the Bronze award makes you an Inquirer, rather than an Enquirer.

The panel on the left displays a list of all forums with those that were accessed within a certain time period as bold. The ones that were not visited recently are shown in a normal font.
When I select and view a forum that was not updated recently via the panel, the forum name (text) displayed on the panel becomes bold.
Is this by design or a bug?
Something very minor, but I thought I'd post it here anyway.

In light of the resolution to my bold problem (posted earlier), I suggest that the site try to close all open tags before saving the message. This would prevent/mitigate the problem I inadvertently caused.

When a question has been deleted, it should no longer appear in the list of questions. It's annoying to click on a question in the list, only to be greeted with the "sorry, can't find this page" error.

Look at the 2nd response. All of the text is bold and there's no markup (that I see) that makes it bold. I tried a couple of times to un-bold it, and nothing worked.

IT WAS MY FAULT! 
I had an unclosed bold tag in MY response that was screwing up the rest of the page.

Sign in (retroactively for every year with activity before 2009): 12 points
Notes: People removing their initial question are rude to those who answered it, I think it should be reflected in the user's enquirer status. Counting member sign-ins started somewhere in 2009, at least it looks like it from different members reputation graphs. I think if a newsletter gives 50 participation points, then every year of actively participating at this site should count something too. It would give a nice feeling for those long time members who do not have an MVP status.

But sometimes, the "answer" is telling the OP NOT to post duplicate questions. Besides, I sometimes answer a question, and then delete it. That way, they get my answer, but nobody else is bothered with the question. I don't do this very often, but it has happened a few times
A BETTER suggestion would be to immediately remove the question from the list of questions if its been deleted. In fact, I came here to make that very suggestion.

If someone posted a duplicate question and removed it later he/she has earned the -10 points in my opinion. 
In any case, others will still see the thread in the forum because the initial post can only be blanked by the poster (not completely removed). To make life easier for others I'd recommend downvoting/reporting duplicates (or let the original poster remove it)... others can see what is going on and ignore it.

Good idea (if there are enough moderators), my suggestion is for questions deleted by the original poster with at least one reply.

The entire problem is that the question is still listed, even though it's been deleted. The fix is to delete the question from the list of questions. There's no need to muck around with points and such.

The issue I see is that there are people in the C++ message board who sometimes delete their initial post (example). It is not about duplicates, but about rude behaviour that could be reflected in their reputation as enquirer: Assume a member who posted 5 questions and blanked them after receiving answers, he will gain a negative enquirer status (with my suggestion), doesn't sound like a good idea?
