The company issue tracking application is maintained by IT, of course. It is administered by our ISO9000-compliance folks. They're the ones who close issues once all documentation requirements are met to do so. Everyone in the company can participate in the process, and comment on or respond to issues. It actually works pretty well.

My complaint is with the QA yahoos. They steadfastly refuse to use the company app for development projects, even though the application explicitly provides a 'development' issue category. My personal belief is that they do this for political reasons, chiefly that they can control access and responses to their issue lists. They are then able to go into status meetings and claim that engineering is not responding to issues. How can we respond when the issue list is an Excel spreadsheet that sits on some twit's memory stick?
