Probably, yes, but why (do you know there are free releases, namely 'Express Editions' of Visual Studio 2008[^]?)?

BTW: You probably need to elaborate a bit your question. Aren't you able to find an API that allows you to open files? Do you know, for instance, fopen[^]?

BTW 2: 'as soon as possible' or 'urgent' usually make your question going to the bottom of the stack. Moreover reposting the same question goes against forum guidelines.
