As a matter of fact, a rating of 1-2 on a *decent* article can't be justified, and it's done anyway. Accordingly, people won't give you positive feedback, because it's not about that at all.
Maybe it's just my rotten idea of man, but I think people vote in that area (let's forget the very few horrible articles here on CP) for 3 reasons:
- they asked too many stupid questions, expecting to get everything spoon-fed, and cannot deal with the fact that you don't see yourself as a 24-7 support center.
- they have a competing article - possibly just published -, that is about to drop out from the front page because of your work.
- they have severe problems that are not all related to your article. 
I'd say the *valuable* feedback comes from people that vote in the area of upper 3s to 5s. These readers have read your article, are interested in your work and appreciate that you've put a lot of energy into your project. The intention here is not to hurt you, but to help you to improve your article (accordingly, they might well wait with their final rating if the there are a few flaws).

There is another reason i've seen pele vote bad. They go to the article expecting one thing and because the article isn't exactly what they wanted suddenly they think its a crap article.

While copying code snippets in PRE tags on the forums and pasting onto VC++ text editor, there is no line break. For example:

{
printf("Test \n");
return 0;
}
Result on VC++ editor:

I guess you are using Internet Explorer then.

It is unrelated to the CP rework, it was like that before.

By the way, I have to figure out what browers (other than IE7) can bypass the control of our domain server's policy. The policy blocks CP forum form control's java script modification on the clipboard. When I use my computer at work, I have trouble pasting texts (URLs, general texts, and code snippets) onto CP forum's form control.

In a tech forum, the user (C#Coudou) seems to have an obscene signature like

With Lounge and Soapbox, this can be tolerated. But tech forums are visited by people from all quarters and this would present a disgusting experience for them.

1. I 100% agree this shouldn't be used as a tech signature.
However, the signature is same in all forums. The signature and content moderation are in place,
but we defenetly can miss something.

Oh pulease... thats barely even rude, let alone obscene - I cant even believe you're worried. If they were using all manner of swearwords, racist remarks or derogatory comments then maybe.. but the word sex is not obscene, its risque, but not obscene.

But there is a region to define those stuff.
1) Not definitely in technical forums which facilitates colloborative troubleshooting effort in our development.
2) Not definitely in a place which we do not want our kid sister to read.

When we paste the link, the editor automatically clones a new window link too. I felt that when we paste the link inside a href (tag opened), the above encoding should be suppresed, since it would render a malformed html.

Currently, there is a workaround to follow, as CP Team would make the fix for the long run.
If we have the URL like wordpress.com without www or http://, then the automatic expansion would not happen.

I cannot seem to get the article submission wizard to work. I have tried several times over the last week, each time with the same result. I have tried it in both Internet Explorer 7 and FireFox.
The welcome screen comes up fine, however when I click on the Submit an Article button at the bottom it goes to the step1 page and displays this message:
You have not came from the correct page. Please go to Article Submission wizard first.
Clicking on the article submission wizard link it provides takes me back to the page I was just on. I am pretty sure it is a bug and I am not doing anything wrong, but if so please let me know. Any help would be greatly appreciated.

It was indeed a problem with the browser. I tried using a different computer and it worked fine, although as far as I could tell all the settings were the same. I am not an expert on browsers by any means though.

When I search for the word codeproject in Google, the www.codeproject.com site does not appear in the search results. Have you hidden the site intentionally from Google? I noticed that it appears in Yahoo's search results.

Little time back, we were discussing about this issue and Chris responded that the way CP servers responded 302 but Google's way of interpreting it as 404 and fading the links may be causing this issue. I think the thread was in Lounge but.
CP Team might be looking into this issue.

Something is busted with Google. We've gone through all the hoops they have asked us to go through. Still waiting to hear back from them on what is broken there end.
All our redirects work fine and give correct 301s so we're just waiting for them to catch up.
