Ok so problem is not of CP because I was using of other windows and I saw china or (other east asia languages) was correct but on this windows its not correct.

I'm not sure. I am Chinese. My system can input Chinese and view Chinese text.
With the same instance of IE7, I opened two tabs: one CodeProject (in UTF-8) and one Google homepage in Chinese (also UTF-8).
CodeProject can display Chinese text, but only the message titles. The content does not display correctly but "???" instead.
Google display Chinese well at every part of the web pages.

Of course I didnt content of message but title of message was correct (of course I used of XP but on the XP pack2 I couldnt see china character Im using of Unicode (UTF-8) but its same!
