The easiest approach is to use pre-recorded phonems. This means:

1. Read the text to be spoken.
2. Analyse and split the text into phonems.
3. Determine the correct pronounciation, emphasis and state for each phonem.
4. Mix the phonems into a single sound stream in the correct order and with the correct spacing/silences.
5. Play the sound file.

You might be able to cover some variations by applying audio filters to prerecorded sound-files (silencing, changes in pitch and tempo, etc), so the number of recordings necessary might be reduced to a few thousand.

Now, apart from the Analysis, the most time-consuming part is the recording and splitting of the pre-recorded phonems. You might want to hire a sound-recording studio and a professional speaker for this purpose.

If you are planning to not use pre-recorded phonems, but to generate the speech "on the fly": good luck, until you are a linguist and can describe language professionally, plus reproduce the certain sounds with algorithms. I have no advice for that.
