No problems here on IE9, 10, Chrome, or FF. Since you mention others have the problem, it might be an infection or something at your host. If everyone at your location is having a problem, contact whoever is providing your connection. There are some service providers who have started to inject their own ads to generate additional revenue.
If it isn't everyone, well any emails with links that people clicked recently? We just got one the other day about a scam saying that your outlook mailbox was close to full and click here to fix it.

I'd like to create 2 admin account on my Surface tablet, say Admin1 and Admin2.
But I want Admin2 to be unable to affect Admin1.
How could I go about to do that?

it's a fresh install of Windows 8.1 with no app, no need for backup!
my concern is, unlike desktop where I can say boot from DVD and then reinstall Win8.1, on the surface if for some reason the admin account is corrupted, I don't know what to do!!
will it boot from USB?
