I (and others) have often asked Chris for a proper API, but time/resource restrictions meant Chris never really made anything available for that. I've often heard from others than something's in the works but have no idea if that's true and if so when that'll be available.

I had to look this up too - it turns out of the court imposes a fine or custodial sentence, the defendant has to pay a victim surcharge to the victim support service. Seems a bit nonsensical here - the victim is the local council and they already have street cleaner so I doubt they need much support. It's not like they are going to be mentally damaged by the issues raised by cigarette butts.
