I had to look this up too - it turns out of the court imposes a fine or custodial sentence, the defendant has to pay a victim surcharge to the victim support service. Seems a bit nonsensical here - the victim is the local council and they already have street cleaner so I doubt they need much support. It's not like they are going to be mentally damaged by the issues raised by cigarette butts.

What a load of spherical objects...
Mind you, I was offered victim counselling years ago (in Hampshire) when the police wrote to say they couldn't solve the crime I reported.
Someone had pinched the tax disk off my motorcycle, presumably because they didn't want to pay for insurance. I was of course badly traumatised by this violent intrusion. </PinocchioMode>

Who is spherical, and to what does he object?
Sorry - too an opportunity to good to miss.

At least you get news. According to the local paper[^], nothing has happened here since 19th April.

That was from a paper for the whole of Derbyshire.

IMHO the court a bit soft - public hanging would be proper...

How many times have you been publicly hanged by her until now?
Whether I think I can, or think I can't, I am always bloody right!

None - but you don't want to hear her watch the news, or any of those "police reality" TV shows...

Are you telling me that you used to drop stubs NOT IN THE BIN!
(The fact that one smokes is mainly his problem - i do not like it, but... - however to drop any kind of garbage in public )
[My, now 8 years old, daughter once went out with an ice cream bar, when came back I asked where the stick is. She told, that she dropped it 'accidentally'. I let her sweep all the 300 meter of the street...]

Nope - I haven't smoked for nearly ten years, and used an ashtray when I did.
But...Herself is in favour of hanging for driving without a licence, possession of an OXO cube with intent to supply, and "looking at the police in a funny way" if her reactions to the interminable "police reality" tv shows is anything to go by...

After several years, Paypal decided to extend their services to my dear Nigeria but said it will start with the "Send money" service only. Is Paypal really scared of Nigerians receiving money from oversees?

It is a country well known for internet fraud and scams: 419 eaters[^] - so yes, they probably are concerned that their "genuine" customers may think that it legitimizes the scammers, or that Paypal are in some way responsible for any monies they lose to the scammers.
I think I can understand that...

I didn't say you are, or that there aren't scammers elsewhere. But there is a whole meme around "I am the son of the Nigerian minister of finance..." and it takes a long time to get rid of a bad reputation.
Heck, my spam filter is still auto deleting such "offers" today!
