HTML5 can do all of those - with relative ease. Heck, you can do WebGL nowadays so this is fairly straightforward (it was possible to do something like this in older HTML with a lot of JavaScript (I've done it).

That site is my current favourite weather one. I also use their embedded maps on my qatar-is-calling blogs weather page as you can customise the view and get simultaneous views of different elements. e.g. I use the temperature map and the wind map. Qatar is Calling: Weather[^].
On their website, you can also see detailed forecast and current nearby webcams if you click on one of places on the map, e,g for Doha, site OTHH: Windytv / Windyty, wind map & forecast[^]
