sounds like just machine password, which doesn't need to go to cloud to check hash
what im puzzled on is things like notepad, I would assume this feature is also enabled when bit lock, or drive encryption is on, so would need to log into user to get that file, which you already have user login, so makes no sense.
plus I prefer someone log a list of passwords - but not along side the username for family/friends recover in event of emergencies. passwords on their own should not be scaring people to high heaven, its poor news report, and techno fearing
