Edit resources file without using any visual studio tool

I have created an simple application in localization.
In that use resources file.
I want edit resorces file without using any visual studio.
& this updation reflected in .exe of that application.

Unfortunately .NET resources don't work yet like the old "ResEdit" on Mac. Maybe it's possible to create an application which would work like that, but I don't know any myself, nor I would look for it as I do have access to the resx files of my own projects.

Well, you need to read on what Satellite Assembly is!

All the locale based resource data are present in that assembly and is used to show localized application. You cannot edit resource file and expect the change to reflect without changing/building the modified satellite assembly.
