wHEN I TRIED TORUN A ASP.NET WEBSITE PROJECT IT GIVES THE FIOLLOWING ERROR

Error 3 It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS. c:\inetpub\wwwroot\FlashUpload\FlashUpload_Web\web.config 43

Your problem is that your caps lock key is broken. You need to fix your keyboard so you're not yelling at people.

Your other problem is basic literacy. The error message tells you what is wrong. If you think the message is wrong, you have to tell us why you think that.

It's pretty obvious what the problem is - you simply have to read the error message. It's telling you that....
