how to make cross browser asp web application which can run on any browser.

Basically I am developing a new web application which is displayed different in different browser.

Should I use different-different CSS's for IE6, Mozilla, Opera.

So, how can I identify the browser in ASP.net Application like CODE PROJECT.com bcoz it is not using any browsing script.
what could be the easy way.
