With a lot of hard work!

That's an interesting question. It really depends on the level you want to take it to, and your educational background, but I would suggest that you start by reading up on hermeneutics. Once you have a basic understanding of the subject, you may want to research the practical applications; a decent paper on this can be found here[^].

Read up on Google's API for translation (http://code.google.com/apis/ajaxlanguage/[^]). Stick your own UI on the front of it but have Google do all the translation. Why reinvent the wheel?

Doing the UI, 10 minutes.
Doing the actual translation code, about 20 years/person; automatic translation is DIFFICULT.

Just think about it for a minute or so.
