How to create netcafe application to manage a network?

Hi!
I need to know how can i create a Server/Client applications to manage computers on the same network? My skille are not as great cause am still studying. The language that i want to use C# or Java. I need some instrucions only :). I know that i need to work with Socket and IP but am wondering how to make the application to restrict access to other funktctions in the operative system?

This is not a question that we can give a "quick answer" to (check out the name of the forum). Do some research (e.g. use Google), have a go (it's probably easier than you think), come back if you have a specific problem
