What exactly you are trying to do with the code?

Clearly you are trying to access a remote server named ecplhydd09, whose name cannot be resolved.

Hard to guess without knowing your architecture; try to
ping ecplhydd09

from your web server; it should resolve the name to a valid IP address here.
If not, then check your DNS configuration.

Check if the entry is there in the host file. Also as suggested above, check first if database is up or not.
